I'm not sure I understand your question.  Is the IP block message from the Steam client?  I expected that the game client blocks the connection. If then could you please send me some packets using Packet Capture with Mudfish link whileFull VPN mode is enabled?  I think you can start the packet dump before IP block checking is performing.  I need to check the dump first.

Yes the IP comes from the Steam Client, it does not allow you to launch the game. If I launch Steam without Full VPN, the game does not even appear on my library, and when trying to launch with right click I get this error message: http://i.imgur.com/D9pgfsI.png . IP block from the game itself was lifted when Nexon EU was shut down, but they (Nexon) were lazy to remove it off Steam. Complaints were made for Maplestory, and Maplestory does not have IP block anymore through steam, but Mabinogi still does. I don't think a Packet Capture will be of much help because, basically the check is done on your IP when you are launching through steam. If I am not on NA IP there will be no connection attempts to the game at all, it's just the steam connection.

I could still make a package dump when logging into steam for you but I have many things running, I'm not sure if it's going to help. Nevertheless the IP check is performed when you log into steam.
